Start a Kokomo Residents Search
The best first record depends on the fact already known. A street address belongs in the Howard County Auditor tax list, which accepts owner name, parcel number, or property address. A full name can be tested in the assessor roll, the Recorder index, MyCase, and an edition of a city directory. For a historical address, begin with a dated directory or census entry, then connect it to a parcel or deed. Each match should retain its source date.
No official roll names every person in a home. Property records identify a taxpayer or recorded owner, not all occupants. Voter services have a narrow election purpose, and printed directories omitted children, lodgers, rural households, and people who declined a listing. Treat a result as one piece of evidence. Two independent records with a matching name, date, address, or legal description make a far stronger Kokomo residents directory result.
- Search the Auditor list by the name, parcel, or property address and save the tax year.
- Confirm registration or polling information through the individual Indiana Voters service.
- Use the Recorder's grantor and grantee index to connect a legal name to a recorded instrument.
- Check KHCPL directories, obituaries, yearbooks, and court books for older Kokomo residents.
- Ask the correct custodian for a released record when no public online index exists.
Kokomo Resident Records Desks
Kokomo is the Howard County seat, so the main custodians are close together even though their databases are separate. The Recorder handles deeds and other recorded instruments. The Assessor and Auditor maintain parcel and tax records. Voter Registration answers election-record questions, while the Clerk keeps court, probate, marriage, and divorce filings. A request should name the record type, date range, person, address, case number, or parcel number. Indiana's Access to Public Records Act allows any person to request an existing public record, but it does not require an office to create a new residents list.

Kokomo Property Roll Fields
The Auditor's direct tax-list search is one of the clearest address routes in the Kokomo residents directory. Its controls accept a property address, owner name, or parcel number, along with district and tax-year choices. A result row shows district, parcel number, a name field, and the property address. The inspected list displayed 49,185 rows and an August 20, 2026 update notice. That is a tax-list row, not a full parcel card.
| Search control | Use | Key limit |
|---|---|---|
| Property address | Find a situs address | Mailing address may differ |
| Owner name | Locate named tax rows | Does not establish occupancy |
| Parcel number | Match land across systems | Format must be preserved |
| District and tax year | Narrow the roll | Result is date-specific |
Use Beacon or the office counter to seek the parcel report, map, assessment, legal description, and transfer history. Then verify title through the Recorder. A suppressed GIS name may reflect the protection allowed by Indiana Code 36-1-8.5, so a blank public map field does not prove the underlying parcel is absent.
Kokomo Deeds Across Three Eras
The Howard County Recorder provides more than one access layer. The current online database covers January 1, 1961 forward. LAREDO carries deed index and image access from 1923 forward, while county material from 1844 through 1923 is still being indexed. Older books and State Library microfilm remain essential when a modern name search produces no result. Search both grantor, the person transferring an interest, and grantee, the person receiving it.
The Howard Recorder search overview explains Tapestry and LAREDO access. Read the deed image when available. Its legal description, prior deed reference, parties, and recording date can distinguish two people with the same name. Copies from the county are generally listed at $1 per page, while vendor access has separate terms and fees.
The Recorder's official interface is visible in this online records source.
The screenshot identifies the official starting point, but coverage must still be matched to the correct deed era.
Current Kokomo Resident Rolls
Modern records divide Kokomo residents by legal purpose. The tax list concerns parcels and taxpayers. The Recorder indexes parties to recorded documents. Indiana Voters supports individual registration and polling tasks, not a public street-wide household export. MyCase indexes public court matters by party or case. Public-safety rosters are current, limited-status sources. None is a master directory, and a missing name is not proof that a person has no connection to Kokomo.
| Source | Who It Lists | Keeper | Access |
|---|---|---|---|
| Auditor tax list | Named taxpayers and parcels | Howard Auditor | Free online, phone, counter |
| Indiana Voters | Individual registration-related result | State and county elections | Official individual service |
| Recorded documents | Grantors and grantees | Howard Recorder | Vendor index, counter, books |
| MyCase | Parties in public court matters | Indiana courts | Free index, Clerk files |
| Current inmates | People on the live jail roster | Howard Sheriff | Free roster, agency contact |
Record the role as well as the name. A deed grantee, court party, parcel taxpayer, registered voter, and jail roster entry describe different facts. The source date and jurisdiction matter. Match two independent identifiers before treating same-name results as one person.
The official Indiana Voters service is shown below.
Use it for its stated election functions, and contact Howard County Voter Registration for a particular released record.
Verify Kokomo Court Names
Indiana MyCase searches public case information by case number, citation number, cross-reference number, attorney, or party. Party controls include last or business name, first name, middle name, exact-match and sounds-like options, filing range, case status, case type, and court. Howard court identifiers include Circuit 34C01 and Superior divisions 34D01 through 34D04. Search variation helps, but the case number, court, party role, filing date, and status must confirm a match.
The public index does not include every document or case. Juvenile, sealed, expunged, and other restricted material stays outside ordinary public access. Howard joined the Odyssey live system in August 2018, so older matters may require the Clerk, KHCPL court books, Howard County Memory, or State Library microfilm. Federal cases follow a separate PACER or clerk route.
The MyCase search page provides the current statewide interface.
A name hit is an index lead, not a finding that an allegation is true.
Kokomo Vital Record Routes
Howard County Vital Records at 120 E. Mulberry Street handles local birth and death requests by walk-up, mail, fax, and email routes. The Indiana Department of Health supplies statewide mail, phone, and approved online ordering. Certified records have identity and direct-interest rules. Marriage and divorce copies come through the Howard County Clerk, while historical indexes may be available through KHCPL, the State Library, or Indiana Archives.
Indiana changed access to birth and stillbirth registrations in 2025. Indiana Code 16-37-1-7.5 opens them to any requester after 99 years. Howard's page still carries older 75-year genealogy wording, so ask the issuing office which current rule and product applies. A historical index is a clue, not a certified certificate.
Kokomo Police Record Requests
Kokomo Police records use a separate request route from county court, jail, and 911 records. A useful request gives the date or range, names, location, case or CAD details, and the record type. Calls-for-service, reports, photographs, and body-camera material may have different fees or investigatory limits. Howard Communications handles dispatch material, and the Sheriff's Office handles its own public records.
The Kokomo Police request FAQ explains the department's scope and process.
The request portal is an access channel, not a searchable list of Kokomo residents.
Kokomo Jail Status Is Current
The Howard County current-inmate search displays a text search and name cards for people on the live roster. It is distinct from MyCase, the Sheriff's warrant page, Indiana Department of Correction custody, and SAVIN notifications. Date every roster check. Absence from one system does not prove that no court or custody record exists elsewhere.
The current roster can change at any time, as its official search screen illustrates.
For an agency record, call the Sheriff's records office or use its request page rather than treating a roster card as a full history.
Kokomo Address Privacy Protections
Public access has firm limits. Indiana's Address Confidentiality Program can provide an eligible victim with a substitute mailing address. Election officials can separately flag protected voter records. Indiana Code 36-1-8.5 permits certain public officials and other covered people to request suppression of a primary residence from a county GIS display. Driver data remains governed by state rules and the federal Driver's Privacy Protection Act.
Use records lawfully. Never use a Kokomo residents directory search to stalk, harass, threaten, or expose a protected address.
A blank or withheld field may reflect a lawful protection, not a bad search. Contact the custodian to correct your own record. Do not try to defeat a redaction through another roll.
Historical Kokomo Residents Directory
Kokomo directory holdings begin with 1876-77 and continue unevenly through 2001, with later 2012 and 2015 items. The Genealogy and Local History Department at the Kokomo-Howard County Public Library brings those volumes together with obituary indexes, newspapers, funeral records, cemetery records, court books, yearbooks, maps, and census tools. The Indiana State Library adds county guides and microfilm. Selected editions are digital, including the 1910-11 city directory and Howard County gazetteer.
Read an entry in the context of its edition. The abbreviations h., bds, rms, and wks can distinguish a home entry, boarding, rooms, or an occupation reference. A spouse in parentheses, trade phrase, address, and phone can help separate common names. The full collection and edition-by-edition method belong to the Kokomo city directory research.
The KHCPL genealogy department is the local starting point.
Library staff can combine multiple collections when a single directory year is missing.
Howard County Memory Names
The Howard County Memory Project provides digitized local history beyond printed directories. Its collections include yearbooks, cemetery material, wills, court indexes, photographs, and obituaries. A 2002 partnership and State Library grant helped establish the project. Search results still need collection, page, roll, and date metadata before they support a person match.
Historical court indexes from 1893 and 1894 show why the digital archive matters. Their roll, part, page, and civil order book context can lead to an original reel or volume even when a modern court search cannot. KHCPL also holds a 74-roll court-book collection reaching back to 1844.
The Memory Project portal opens those local collections.
Always distinguish a searchable transcription from the original document it describes.
Kokomo Records Before Howard County
Early Kokomo family research has a geographic trap. Howard County was first organized as Richardville County in 1844 and took its present name in 1847. Its land came from portions of Carroll, Cass, Grant, Hamilton, and Miami counties. A person or parcel that seems absent from Howard sources may appear under the earlier county name or a parent county.
The courthouse story also needs care. The old courthouse was condemned and razed in 1927, county offices used rented space for about a decade, and the present courthouse was dedicated in 1937 after a WPA-supported project. No verified courthouse fire or countywide destruction was found. Check the record-series dates, office move, microfilm, index status, and parent county before calling a record lost.
Land records from the earliest period may use township, range, section, lot, or block descriptions instead of a modern address. The State Library's Howard County guide points researchers toward deeds from the 1840s, tract material, probate books, naturalization records, and county microfilm. Those older labels should be copied exactly. A later parcel number can be added as a cross-reference only after the legal description has been matched.
This distinction prevents a common error in residents-directory work. A name missing from a web index may still appear in a handwritten book, an unindexed image, a parent-county volume, or a restricted series. Record which layer was searched and what years it covers. Then ask KHCPL, the Recorder, Clerk, or State Library for the next available format instead of turning an online gap into a claim that no record exists.
The same care applies to place names. Richardville County, old street spellings, rural routes, and land descriptions were valid labels in their own periods. Modernizing them too early can break the link between a directory entry and the source volume. Keep the original wording, source institution, book or roll number, page, and access date in the research note. That small habit makes later verification much easier.
Kokomo's industrial past can also explain terse entries. Glass plants, foundries, machine shops, and early automobile firms appear in local history sources, so a short occupation code may help separate two households with the same surname. Use the edition's own abbreviation key before expanding it. Then compare the person with a census, obituary, yearbook, deed, or court record made near the same date. The extra source may confirm an initial, spouse, street number, or employer name, but it should not be used to invent a current address. Historical directory evidence stays tied to the year printed on the volume. Save the page image and edition title with every transcription so another reader can check the same line.
